Instructions
Preheat the oven to 375°F (190°C).
In a skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
In a mixing bowl, combine the cooked ground beef, diced onion, diced bell pepper, black beans, corn, enchilada sauce, sour cream, shredded cheese, salt, pepper, cumin, garlic powder, chili powder, and chopped cilantro. Mix well.
Place 2 tortillas in the bottom of a greased baking dish. Spread half of the ground beef mixture over the tortillas. Repeat with 2 more tortillas and the remaining ground beef mixture. Top with the remaining 2 tortillas.
Bake in the preheated oven for 15-20 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let cool for a few minutes. Slice into portions and serve hot.
