In a mixing bowl, combine honey, minced garlic, soy sauce, ketchup, brown sugar, apple cider vinegar, salt, and black pepper. Mix well.
Place the pork chops in a resealable plastic bag and pour the marinade over them. Seal the bag and refrigerate for at least 1 hour, or overnight for best results.
Heat vegetable oil in a grill pan over medium-high heat. Remove the pork chops from the marinade, allowing any excess marinade to drip off, and place them in the hot pan. Cook for 4-5 minutes per side, or until the internal temperature reaches 145°F (63°C).
While the pork chops are cooking, pour the remaining marinade into a small saucepan. Add the dissolved cornstarch and water mixture. Cook over medium heat, stirring constantly, until the sauce thickens.
Remove the pork chops from the grill pan and let them rest for a few minutes. Serve with the honey garlic sauce on top.
