In a large skillet, cook the ground beef, onion, and garlic over medium heat until browned. Drain excess fat.
Add the tomato paste, tomato sauce, water, sugar, basil, Italian seasoning, salt, fennel seed, and black pepper to the skillet. Bring to a boil, then reduce heat and simmer for 20 minutes.
In a mixing bowl, combine the ricotta cheese, egg, and Parmesan cheese.
