Combine regular oats, cold water, ground cumin, salt, and ground red pepper in a food processor blender. Process until mixture forms a paste.
Stir the paste into lean ground lamb, mixing well. Shape the mixture into 2 (1-inch thick) patties.
Place a large nonstick skillet over medium-high heat until hot. Add the lamb patties and cook, covered, for 3-4 minutes on each side or until desired degree of doneness. Remove from skillet and drain on paper towels.
Cut a 1-inch slice off the top of each pita and open the pocket. Line the pitas with spinach leaves and top with the lamb patties. Top each with 1 tablespoon of plain fat-free yogurt, and, if desired, sliced tomato, sliced onion, and mango chutney.
